News from Nepal
HISTORIC
AGREEMENT BETWEEN SEVEN PARTY ALLIANCE AND CPN (MAOIST)
Following a series of meetings since May, with
the restoration of democracy, a long awaited lasting peace
agreement between the seven-party alliance and the CPN-Maoist,
has been converted into reality at midnight Tuesday 7 Nov 2006.
The historic agreement is expected to end the decade-old
conflict and restore lasting peace through a six-point
agreement.
The highlight of the peace
agreement between seven party alliance and CPN (Maoist) are as
follows:

Comprehensive peace accord to be
signed by Nov 16, 2006,

Maoist fighters to go to
cantonment areas by Nov 21, 2006
-
Interim Legislature comprising
330 members to be formed,
-
Interim Constitution to be
announced by Nov 26, 2006
-
Current House of Representative
and National Assembly to be dissolved
-
Interim Government to be formed
by December 1, , 2006
-
First
Constituent Assembly meets in June to decide on Monarchy.
According to the agreement, the
Nepali Congress will have 75 members, CPN-UML and Maoist will
have 73, Nepali Congress
(D) 42 and others will get 48 seats in the interim legislature.
There will be a 425 member
constituent assembly in which a mixed electoral system will be
applied (First past the Post System for 205 members and
proportional representation system for 204 members). Sixteen
others will be appointed by the council of ministers. A Nepali
national attaining the age of 18 will be eligible for voting in
the constituent assembly election.
The UN has welcomed the agreement
and showed its interest to respond promptly in managing the arms
and providing other assistance. UN Secretary General said that
it is the historic opportunity for Nepal. He also emphasized
that the both sides (seven-party alliance and the CPN-Maoist)
must maintain the momentum of the peace process by fully
carrying out the commitments they had made. However, the fact
that could not be denied is that the nation has scarified much
to translate people's aspiration for peace into practice.
